About Margaret Madison Phelan & Karen L. Webber

Margaret Madison Phelan is an attorney licensed to practice law in Washington and Oregon. Margaret graduated from the University of Iowa, University of Hawaii and Northwestern School of Law of Lewis & Clark College.Margaret was admitted to the Oregon bar in 1986 and the Washington bar in 1992. Since 1992 Margaret has focused her practice in Vancouver, WA on the long term care planning needs of seniors and persons with disabilities. Margaret is a member of the National Academy of Elder Law Attorneys.  She is now semi-retired.

She is a past-president of the Washington chapter of NAELA, having received its Most Valuable Member award in 2003.
Margaret is also a past board member of the Washington State Bar Elder Law Section, past Secretary of the Clark County Bar Association and was a founding member of the Oregon State Bar Elder Law Section. Recently she served on the ethics panel of a local hospital. She currently holds an AVVO rating of 10.

During her free time, Margaret loves to kayak the flat waters of the Northwest and travel in her Bambi Airstream with her new puppy. Every year she tries to travel to a country she has never visited. In 2011 she enjoyed exploring Iceland, in 2012 traveled to Morocco, and her 2013 plans to visit Myanmar were postponed due to a broken ankle. In 2014 Margaret kayaked in July in Kyuquot, British Columbia, went to the Virgin Islands and celebrated her mother’s 90th birthday. In 2015 Margaret took a 6 month well-earned sabbatical. She is looking forward to a family cruise to the Caribbean and a trip to Holland in 2016.

Margaret and her staff are committed to helping their clients find solutions for the challenges they face. This is done through seminars and providing educational materials such as the Planning for the future guide. She also regularly writes articles for the Senior Messenger.

Karen L. Webber is an attorney licensed to practice law in Washington and Oregon. She was admitted to practice in Oregon in 2003 and in Washington in 2004. Karen is a graduate of Illinois Wesleyan University and Northwestern School of Law of Lewis & Clark College. She has a varied background including several years of experience with a national trust company.

Karen is a member of the Washington State Bar Association, Oregon State Bar Association, Clark County Bar Association, American Bar Association, National Academy of Elder Law Attorneys, and The George & Donald Simpson American Inns of Court. Most recently, Karen earned the designation of CELA (Certified Elder Law Attorney) by the National Elder Law Foundation. She started working with Margaret during law school, worked as an associate immediately after law school and became a partner in 2013.

Away from the office, Karen enjoys free time with her husband, is an active member in PEO, an International Women’s Organization, and Pink Lemonade, a project supporting those affected by breast cancer. Karen completed her first half marathon in 2012.

Karen enjoys helping people understand complex legal issues. She takes pride in guiding our clients through the complex maze of laws that impact their lives and the loved ones they are caring for. Everyone agrees Karen’s down-to-earth explanations help clients understand complex legal issues.
